Welcome to the Florida Center for Emergency Medical Services (CEMS)

Established in 2024 with generous grant support from the State of Florida’s Department of Public Health, the Center for Emergency Medical Services (FL-CEMS) is housed at the University of South Florida’s Morsani College of Medicine. FL-CEMS is dedicated to advancing the field of emergency medical services through pioneering research, high-quality education, and innovation working with community partners.

Our mission is to enhance patient outcomes and refine EMS methodologies by leading advancements in prehospital emergency care, improving and modernizing EMS educational curricula, developing robust strategies for effective disaster preparedness, optimizing function and design of EMS systems, and promoting cutting-edge EMS research.

Current Program Initiatives

Evaluation and Enhancement of Mobile Integrated Healthcare (MIH) Programs

Our Center collaborates with selected EMS agencies to support the evaluation and refinement of MIH initiatives. This includes assisting agencies in developing program-specific metrics, exploring methodologies for patient and provider safety, and conducting cost-benefit analyses. These efforts aim to inform public policy and advance best practices within the EMS field.

EMS Graduate Research Assistantship Program

This program offers graduate students the opportunity to contribute to ongoing research in critical areas such as Mobile Integrated Healthcare (MIH), provider mental health and wellness, disaster preparedness and response, telehealth, and public health integration with county health departments. Participants work part-time as research assistants over a one-year period, collaborating with Center staff on research intended for publication in peer-reviewed academic journals.

Curriculum Development for Paramedic and EMT Programs

In partnership with key stakeholders, the Center is actively involved in updating paramedic and EMT curricula to align with revised national standards and industry best practices, ensuring that educational programs remain current and relevant to the needs of the field.

Defining Best Practices for Telehealth in EMS

We are engaged in identifying and defining best practices for the integration of telehealth into on-scene care provided by EMS personnel, with the goal of optimizing patient outcomes and enhancing field-based care.

Statewide Learning Management System (LMS) for EMS Training

The Center is developing a statewide LMS to provide EMS personnel with training resources and information on industry-level best practices. This platform will facilitate continuous professional development and the dissemination of the latest standards in emergency medical care.

Collection and Analysis of Demographic Data

The Center collects and analyzes demographic data from both EMS agencies and individual EMS providers. This data serves as the foundation for research that goes beyond clinical outcomes, allowing for the examination of system design, operational efficiency, and workforce diversity within the EMS sector.

Resource Library

The FL-CEMS Resource Library is a centralized hub for EMS Professionals to access materials related to emergency medical services and healthcare innovation. The library is continually updated with the latest materials to keep EMS professionals informed and engaged with current best practices and research in the field.

Our community is dedicated to advancing emergency medical services education. The platform offers a comprehensive range of courses designed to equip you with the knowledge and skills needed to grow in the field of EMS. With interactive learning modules, expert instructors, and a supportive environment, you will engage with cutting-edge content that prepares you for real-world challenges. Whether you are a new student or a seasoned professional, we are here to support your educational journey and help you achieve your goals in emergency medical services.

Important Information

After navigating to our platform, choose the course you wish to enroll in. You can enroll in multiple trainings or choose one at a time.  Most of the courses are self-paced for your convenience, but there are also opportunities for face-to-face courses as well as live webinars. You must register initially to enroll in your first class. If you are not yet a member, make sure you have your EMT or Paramedic State License numbers for registration. You will need to submit this information in order to receive CEU credit. Once you complete your course, you will receive a printable certificate and the CEU credits will be logged in CE Broker.

Through initiatives led by the Center, best practices specific to Florida for EMS recruitment and retention will be identified and disseminated. These efforts draw from research and programs that address the widespread challenges of workforce recruitment and retention in the emergency medical services (EMS) field.

EMS Workforce Dashboard

The EMS Workforce Dashboard is maintained by the Department of Health and was created to analyze EMS workforce status over the last six (6) years. The dashboard is based on Emergency Medical Technician (EMT), Paramedic, as well as Public Safety Telecommunicator (PST) licenses, and it is combined with EPCR reports to determine active licenses in the EMS field.

The data presented on our site is sourced directly from the state Department of Health and is shared as a convenience to support workforce analysis and planning.

Bruce Moeller, PhD

Executive Director

Biography

Dr. Bruce Moeller brings over 30 years of public service experience to his role as an educator and consultant in emergency management and public administration. He has held leadership positions such as Chief of Staff and Assistant County Administrator for Pinellas County, Florida, and City Manager and Fire Chief for Sunrise, Florida. Additionally, he served as Director and Fire Chief of Broward County’s Metropolitan Fire-Rescue Department.

Beginning his career in law enforcement, Dr. Moeller later transitioned to the fire service, becoming a certified paramedic and rising through the ranks to chief officer. He has overseen major incidents, including the response to Hurricane Andrew, the ValuJet Flight 592 crash, and the South Florida Anthrax Panic. A nationally recognized speaker on leadership and organizational change, Dr. Moeller continues to contribute through his involvement with various national associations and academic institutions.

He holds a Ph.D. from Florida Atlantic University, a master’s in public administration from Northern Illinois University, and a bachelor’s degree from Western Illinois University. Since 2001, Dr. Moeller has been a faculty member at multiple Florida universities, teaching courses in public administration, emergency management, and organizational theory.

Penni Eggers, EdD, CHSE

Director of Education

Biography

Dr. Penni Eggers is a recognized expert in EMS education and healthcare simulation with over two decades of experience. She earned her Doctor of Education in Educational Leadership from St. Leo University and a Master’s in Instructional Design & Technology from the University of Tampa. Her career spans a variety of roles in education and healthcare, including serving as Clinical Education Manager at Echo Healthcare and Paramedic/EMT Program Coordinator at St. Petersburg College.

An advocate for patient safety and innovative training methods, Dr. Eggers has made significant contributions to curriculum development, simulation-based education, and the integration of immersive environments in paramedic training. She holds the Certified Healthcare Simulation Educator (CHSE) credential and is an active member of professional organizations dedicated to EMS and simulation education. Her work has been presented at national conferences and published in leading journals on healthcare education.

Michael Lozano Jr., MD, MSHI

Director of Research & Informatics

Biography

Dr. Michael Lozano is an accomplished emergency physician with expertise in health informatics and over 30 years of experience in medical leadership. He attended Syracuse University and was granted a medical degree from the Mount Sinai School of Medicine. He completed residencies in internal medicine at New York University-Bellevue Hospital and emergency medicine at the Bronx Municipal Hospital Center, where he served as Chief Resident. He further specialized in emergency medical services (EMS) through the prestigious fellowship program at New York City EMS. In 2017, Dr. Lozano earned a Master of Science in Health Informatics from the University of South Florida (USF).

He is board-certified in Emergency Medicine, EMS, and Clinical Informatics, and is recognized as a fellow of the American College of Emergency Physicians, the American Medical Informatics Association, and the Academy of EMS. He currently serves as Associate EMS Medical Director for Pinellas County EMS, Associate Professor in the Department of Emergency Medicine at USF Health-Morsani College of Medicine, and attending physician at Tampa General Hospital.

Dr. Lozano has been an active leader in the EMS community, serving as President of the Florida College of Emergency Physicians and the Florida Association of EMS Medical Directors. He continues to play an influential role on several national and state committees, advocating for advancements in EMS research and diversity.

Amy Albaugh

Instructional Designer II

Biography

Amy received a Master’s of Instructional Design and Technology from USF in 2021 and has been working in Higher Education for almost a decade. She is committed to student success and advocates for competency-based learning systems. She’s also been instrumental in the development of OER Textbooks, and ZTC courses. She is passionate about creating free and open educational opportunities for everyone. Outside of work she’s an avid reader, writer, and maker.

Ashley Tobin

Project Manager II

Biography

Ashley is an administrative professional with over a decade of administrative experience and is skilled in project management. She possesses a Bachelor of Science in Health Sciences from the University of South Florida and has held positions in fields such as higher education, non-profit as well as public service. Ashley began her career at the University of South Florida in 2022, and she is thrilled to continue her career with USF supporting the Florida Center for Emergency Medical Services and contributing to the FL-CEMS mission.

Ian German

Project Manager II

Biography
Ian German joins the Florida Center for EMS as Project Manager with more than 14 years of experience in fire and emergency medical services. He has served as an EMS Captain, Training Captain, and lead instructor for a nationally recognized paramedic program, as well as an adjunct instructor with several South Florida Colleges and Universities.

He brings a strong background in education, system improvement, and program development, with contributions including high-performance CPR, advanced 12-lead interpretation, and medication safety initiatives. In his new role, Ian will support the Center’s mission to strengthen Florida’s EMS community through education, research, and leadership.

Monica Maldonado

Project Manager II

Biography
Monica Maldonado is the first female Battalion Chief for Oakland Park Fire Rescue, where she has served since 2006. She earned Master’s degrees in Public Administration from Barry University and received the American Red Cross National Humanitarian Award for her relief efforts after Hurricane Irma. She now works with the University of South Florida on advancing data-driven innovation in EMS, with a focus on improving cardiac arrest outcomes.

Tim Burnham

Project Manager II

Biography
Tim Burnham is a seasoned emergency services professional with extensive expertise in prehospital care, firefighting, and operational leadership, spanning over a decade. Currently serving as Lieutenant of Quality Assurance at Tampa Fire Rescue since March 2019, Tim has spearheaded many innovative initiatives. He developed the Paramedic Development Program, training 100 candidates to achieve 100% completion in evaluations, while coordinating quality assessments, team training, and data-driven decision-making to enhance patient outcomes and operational efficiency.

Prior roles include Firefighter Paramedic at Pinellas Suncoast Fire Rescue Flight Paramedic with Air Ambulance Worldwide and he also served as an Adjunct Instructor at Saint Petersburg College.

While Currently pursuing his PhD in Public Administration at Liberty University, Tim holds an MPH from FSU, a Bachelor’s in Fire and Emergency Management from the UF, and an Associate in Fire Science from Saint Petersburg College. His certifications include Paramedic, Fire Officer I/II, Incident Safety Officer, ACLS/PHTLS Instructor, and more. Based out of Clearwater, Florida, Tim is committed to advancing EMS practices, optimizing team performance, and delivering exceptional patient care.
